The Camaro was internally known as the panther before they chose an official name in the '60s. That's what the "" was for.

Bumble Bee was built on Cybertron. He assumed the form of a Camaro, well 2 Camaros, while on Earth. Steve Saleen was on Earth when Bumble Bee was built, along with the rest of the Autobots and Decepticons. Therefore it is impossible for him to have built it. I will not comment on the Grand Prix portion of your post.
