It was top of the line all through the 70s (minus '70-'72), 80s, and 90s until GM brought back the SS model back through SLP in 1996.

So...essentially, it's been the highest performing, "top of the line" Camaro for most of the Camaro's lifespan, and it was tied for that top-spot for the first 6 years of its production.

The "legendary" status of the nameplate...I guess is up for opinion...but the 'Z28' moniker is pure Camaro.

Yes, you are right about the Z28 in those years being the highest performing Camaro.

But until 1993 the Z28 was kind of slow.

So it is the "legendary" status I have a problem with.

All cars of that time were slow-er than their ancestors...that wasn't the Z28s fault.

True. But for a number of those years the Mustang was faster. I have to confess I jumped ship during those years.

We've had almost this same discussion on these forums numerous times under different names. Let me go back to the first generation, as far as regular production Camaros (excluding COPOs and the '69 ZL1), the Z/28 was about as fast as the biggest big block Camaro offered (396cid, 375hp) in regular production, it was pretty much a driver's race between those two. The rest of the performance engine Camaros from the 350cid 295/300hp, 396cid/325hp, to the 396cid/350hp were no match for the Z/28. So the Z/28 was "kinda slow" until 1993? Well it certainly fell into the upper echelon of what was around in those days. And the real reason that later Z/28s were "faster" can be attributed to overall engine developement throughout the automotive industry, all models of cars were pretty much faster as the years went on due to better engines. Legendary means that it was a legend in it's own time, not compared to cars that are forty years newer! I would certainly hope that newer cars are made better with more powerful engines, better features, etc., who would want to buy a new vehicle if it was no better than the old ones?
