Not to get too political but I honestly think this is just another way to raise money by the state. Easy money. There are so many videos coming out of CHP pulling over anything that looks fast. It's insane.

Are vehicles registered out of CA required to meet these standards while operated within CA?

its not a new law. AB1824 just makes it so that its no longer a correctable infraction

i got the "modified"..."excessive noise" exhaust ticket a few years back. The officer told me i could pay $25 if i "fixed it" or that i could just pay $193 and let the 30 day repair deadline pass. Car has lts, orx, and stright through mufflers so i just paid the $193 and went about my business
