How did you bleed it? Did you do it with the car off, with the front end lifted up onto jack stands? Also, have you checked the fluid level as well?
Sometimes, it's tricky and you might need to turn the steering wheel, fully locked from side to side, about a good 40-50+ times. I think by the time the engine/car is on and the pump is running, it's a lot harder to get out remaining air, although it is possible if you remove the reservoir cap (but may potentially let some power steering fluid out).
