A roller rocker increases lift
and can increase some duration by adding area under the lift curve, and since it causes the valve to open sooner. It generates more impact to the springs and the cam, as it holds valves open higher and longer. This also adds to the velocity of the valves as they open and close
It is difficult to guess at how much power can be gained from a different ratio on a stock LS3, because I haven't seen significant testing nor heard many consistent stories from people who have made such adjustments.
