The foam under the tires is to keep the rubber off the cold concrete and also helps with reducing the "flat" spot on the tire. I just use plain packing foam from an old computer of mine. Nothing fancy.

Yes a battery could get weak after 3 weeks. A tender will help with that. No need to remove the battery when using a battery tender.

However, it should be able to be recharged from the underhood remote terminals. Even if it is dead as a doornail. If it won't accept a charge, something is wrong.

If you need to get in the trunk with no electrical power, just jump or hook a charger to the remote underhood terminals and hit the trunk release. Or reach in behind the back seat. Either way is pretty easy.
