I wouldn't exactly say that they weren't related...
The tune gives you the extra HP, the "ghost cam" is just an optional feature of that tune. You get the 13 HP with or without the "ghost cam" feature. The "ghost cam" is only a feature that changes the idle quality. Once you give it some gas and come off idle, the cam phasing goes back to normal until you are back in the idle RPM range again.
You can also turn this feature on or off using the cruise control buttons.
