They build the cars TO check the quality.
We were made well aware that the first round of ZL1s would be penned up in Quality Control checks....
With respect - let's continue your metaphor....the restaurant told you BEFORE you sat down that it'll be an hour wait. If you weren't prepared to deal with that...I'm not sure you should have ordered.
