I don't know...but I heard a whisper somewhere that they just take the measurement at a different rpm, instead of peak. (Maybe it was in a conversation about the 4thgens I heard that.)
There's also the SAE rating system, I think DGthe3 brought it up, that they don't show
true ratings...but slightly less due to their process, or something like that.
Again...
