The difference is the last ZL1 didn't have the premium engine in it. This one does, so the price will reflect that. Sure, the CTS-V had the LSA, also but, as you said, they inflated their prices too.
I think jumping the ZL1 price $10k would be a mistake, unless they were clearing way for the Z/28 to slot beneath it.
