At the power these cars generate, there's a real factor of "diminishing returns". The higher your performance gets, the harder it becomes to improve it. For example, quarter mile times do not scale linearly with HP increases.
That being said, in a 5 second 0-60 car, cutting 0.5 seconds off the time is a 10% improvement, which is really a pretty significant amount at this performance level. It takes a lot more power to cut 10% off a 5 second car than it does to cut 10% off a car that gets a 10 second 0-60.
You cannot really dismiss a 0.5 second advantage in 0-60 or a 1 second advantage in quarter mile as not significant. Those amounts qualify as "handily" beating the slower car.
