The blackouts are painted in satin black. I'm not sure about the price; it was a gift from my uncle who used to own a body shop, so I only paid about $40 for the paint and clear.
I painted the bezels myself following this DIY:

I did the bezels in flat black, so that the light doesn't reflect off the bezels at night. Right now, I'm undecided about tinting the taillights...
