Are the silver part of the base ralley wheels "trim rings"? Are they metal or plastic? Has anyone painted them black?

They are plastic and I have seen a few painted black on this site. I took mine off and ordered a chrome set off the internet, I like the chrome ones better. They are not quite as big and bulky.

They need to also make chrome rings for he cut out areas and center caps like the 70's Camaro's which these wheels are modeled after.
