In Oregon it's called, "Prohibited tire noise" or "Exhibition of speed". I guess it all depends on if the officer wants to really stick it to you or not. I got the tire noise ticket once for a chirp on paint. Didn't even ask for my license and registration, just held out his hand. When I went to court to fight it the judge saw the issuing officers name and said, and I quote here, "You again?" I had to choke back a laugh. I explained the situation clearly that I was just turning a corner normally and my tire chirped on the paint. The judge shook his head. Case dismissed. Have a nice day.
