I currently only have a CAI and 3.91 gears. I am debating between getting long tube headers or a tune. Which would be best for my money/power gains?

best for the money is Headers and a Tune. If you get a tune now, then headers later, it will need to be tuned again once the headers are on.

Headers then tune. If you haven't tuned after the 3.91 gears you're running on a speedo that is off anyway. If you've tuned for the gears, you may be able to get a discount on your re-tune. Headers can be as cheap as Speed Engineering or as expensive as Kooks, ARH, Stainless Works. Why not wait a little while longer, save some extra money and get both at the same time? Also, save yourself some money and install the headers yourself. It'll save you about $400 and give you the satisfaction of having done it yourself. It's not that hard to do either.
