Timing Chain Help

I'm in need of help and likely over my head... I got the often mentioned P0008 error code for a stretched timing chain. I decided to tackle the job myself. Got the Cloyes after market kit and went to work. First go round I was extremely meticulous about lining the marks up, rotating between phase 1 and 2 timing, etc. Turned over by hand maybe 10 times just to be sure, and buttoned everything back up, very optimistic. Started the car up and immediately got some rattling, so I thought ok, I must have somehow jumped a tooth. Opened it all back up and redid the timing chains. Despite again being very meticulous with my marks, I got some resistance when trying to rotate by hand so thought I must somehow be hitting a valve. Took everything off and tried again. Same result. Tried a 4th time and I can now rotate the engine by hand. Now, however, when I rotate by hand at certain points I get a whole lot of slack in the chain between the VVTs (image below). It seems to occur any time the exhaust camshaft is rotating to open a valve. As if, after compressing the spring on the rocker arm, the camshaft is being forced to rotate causing slack in the chain? Anyone ever experienced this? Any thoughts on what is going on??

My L99 timing chain was a pain to put on but everything went well. Looks like your working on the V6. Can you post some more pics standing further back?
Also, did you swap the camshafts? Or mess with the originals at all?

1.4" BMR lowering springs
ZL1 factory rims
misc: drilled and slotted rotors, fresh air brake cooling system, new speakers, installed reverse camera, muffler delete
