I just purchase an intercooler hose set from Summit Racing and I seem to be missing the bleed cap. Does this normally come with the hose set?

I'm missing item 3 in the first picture but it shows as part of the intercooler kit diagram for 23129250 (the second picture).

I bought the same part last year. It does not
come with the cap.

Ditto, I bought many years ago as part of my collection to eventually restore to stock so when I added my reservoir and cut the lines I ordered a replacements to store.
