I'm pretty sure microwaves with a turntable need one to cook evenly or because they have high-energy and low-energy spots at various points inside the microwave and as such the food needs to be rotated to average out the energies. Microwaves that don't have tables I'm assuming have a different method to remove these high/low spots. It's analogous to soundwaves that cancel/combine to create silent/loud spots....a 2-speaker stereo system is slightly "out-of-phase" or else you would have points of complete silence(google can explain the physics I'm sure)

Is it burning before the popping slows down?

Try throwing a dinner plate underneath it just to see if that evens it out. It won't rotate, but I don't think that's the issue. If anything, it might need that mass to take the brunt of the waves from underneath. Try a dinner plate, see what happens.

Non-ratating plate worked just as good.
