That is 100% outdated info. Just google saaq exemption certificate and it should lead you to the online form which clearly states that putting a car back on the road is one of the exceptionS. It wasn't last year. I'll post more details later today since I'm on my phone
.

I've got my certificate ready for march 9-15

That's a good turn around time, sounds like you'll be getting it in less than 2 months from when you ordered.

How can it be OUTDATED when it's from the horses mouth..SAAQ

You are playing with words here; "online form which clearly states that putting a car back on the road is one of the exceptionS" You forgot this part:"(licencing of a stored vehicle)"

Yes that's what it said but it is to take it from point "A" to point "B" within the time frame to get it licensed. So that's what you did and yours finishes on the expirey date of winter tire laws...Lets hope you do not get pulled over after you registered your car and the Cop says;..Eh! that was 2 days ago the it was registered and still no winter tires!!!! = Fine :(
That's how I read into the Law explanation
So take care & enjoy your ride while the weather is great ..we shall see you this summer I hope

Winter tire exemption certificate
You may be authorized to drive without winter tires for 7 days by obtaining a winter tire exemption certificate. The Regulation specifies that a certificate may be issued for the following cases:
  • if the vehicle is used to leave or return to Québec;
  • when acquiring this vehicle (in cases other than when the owner acquires the vehicle from a dealer) in order to have time to equip it with winter tires;
  • when putting a stored vehicle back on the road (licencing of a stored vehicle);
  • when cancelling a lease with a duration of one year or more (termination of a contract);
  • to allow the return trip to a departure point situated outside Québec of a vehicle rented and registered outside Québec that, upon expiry of the rental period, was left by the renter at a place located in Québec;
  • to move a vehicle from a dealer's place of business to an auction sale and to allow its return;
  • to move a vehicle to a sale by court order or to allow its return to the point of departure.
Important: Your departure or return date must be included in the certificate's 7-day validity period. The start and end dates must be included in the calculation

Winter tire exemption certificate
You may be authorized to drive without winter tires for 7 days by obtaining a winter tire exemption certificate. The Regulation specifies that a certificate may be issued for the following cases: [LIST]

[*]when putting a stored vehicle back on the road (licencing of a stored vehicle);
In french they use "remisage" which is the act of temporarily suspending the plates of your car. It has nothing to do with licencing a new car that's a completely seperate exception (http://www.saaq.gouv.qc.ca/en/accide...ires/index.php), it's specifically targeted at vehicles that are simply stored for winter. When you "unstore" your car, you are allowed to obtain a certificate exempting you from the application of the law for 7 days. You get to choose when those 7 days begin since the date of payment of the plates is unrelated to the date where you intend to actually first move the vehicle.

The idea behind the exception is simple, let's say you take your car out on January 15th with the intent to drive it for the rest of the winter, you are given 7 days to find adequate winter tires and have them installed. This exception didn't exist in the initial version of the law, but it was added along the way due to the near impossible situation you would be put in. You'd have to install tires in your garage or have it towed around.

I'm guessing the licensing part is what confuses you, it's just a poor translation of the french version which is simply :
au moment de remettre en circulation un véhicule (« déremisage »);

Reading the actual letter of the law is worth millions more than the word from a random SAAQ clerk.

PS: I'm a lawyer

Thanks for the explanation.... Is there a fee for the Certificate?

It's 100% free and can be done online within minutes through the saaqclick (http://saaq.gouv.qc.ca/saaqclic/en/p...ires/index.php) (it's actually down till tomorrow around 17h though) Ideally you want to set March 9th to 15th as your dates for the certificate.

You must reactivate your plates before filling out the form(you can pay your plates online too through the same service) for the certificate and make sure you have a printer ready.

All this is obviously assuming you did suspend your plates in the first place which is a requirement for access to a certificate.

On another topic, have you started your car regularly during the winter?

First week of April mine will emerge from hibernation. Haven't seen her since zipping up the car bag in late October (I did it a bit early b/c I was so busy in the fall). I'll be immediately preping her for the big drive to the Fest

Spring cleaning..... Frank what's that? Mine was freshly Zaino'd and fully detailed when she went away and based on the claims for these car bags, I expect her to come out just a good looking as she went away. We'll see.... I'll post pictures.

I saw an IOM (I think) Camaro Friday night driving around ..... the only problem was it was in my neighbourhood .... up until now I was the only one in the area

Yes I did a "Remisage"

I haven't seen it since the 8th of Dec I did put it on a Trickle charger though.
