Tax Question

SO........if I buy a used car from out of state, would I have to pay that state's sales tax, or my state's?

Whichever state you get the car registered is the state you pay the taxes for. For instance I live in MD but I registered my car in TX therefor I pay TX sales tax.

I bought my car out of Michigan and paid Michigan taxes. I am licensing it in Missouri and have the receipt to offset any Missouri taxes so it will likely be split between the two states if they have a reciprocal agreement.

Follow up question - are taxes based on state sales tax alone, or do the county "discretionary sales surtaxes" apply? If so, does it apply to the county that the transaction is completed, or the county of residence?

I just bought my truck out of state, and they repeatedly asked what county I lived in. I assume this was for registering purposes and or tax purposes.

The sales tax is based upon the county and state in which you will title and tag your vehicle. I'm buying, titling, and tagging my car in Alabama for a while, and then I will move my title and tag to Georgia where I live after I don't have to pay Georgia taxes on it. 2% vs 7% is a rather large difference after all.
