Indeed. I can't say from a stop, but from a roll my modded LS1 can hang alright with a stock L99.

theres a garage in elmira that has a dyno and im sorry that i for got mention that both those cars had preformance computer chips and slicks but thats it!!!!!! no other mods. hell i knew a crazy basterd in navada who blew his supercharged ls1 running low 10's with no other mods

LS1 still won't run 11.xx with just tune and tire.

the fastest i have ever run with just a intake is 13.1 at 106 and thats on stock tires

dynoed 310whp and 329wtq

I had a 2002 NBM T/A M6 with Lou's Short Stick, SLP Loud Mouth and an SLP Lid..

I ran a 13.18 @ 108.9 with a 2.2 60' at Houston Raceway Park... The rest of the car was stock (tune, 16" tires, etc). LS1 in that car was nice.. I had an LS6 block variant as well.. I loved that car..
