All you got to do is look into a metal works place. They usually run like $100 a rim so total should be around $400 at least

speakers first. I blew one of my subs also and they were the upgrades to boston acoustic. I had the dealership replace mine under warranty I didn't even have it that loud it just popped and that was it . Get better speakers and while your jamming out save for the powder coat .

You can get sub's fairly cheap. What size do you have and what amp is pushing them? Check the audio thread for some ideas on not so expensive, good sounding subs..
There are places that can powder coat your rims for $50 each. Look around. Check the For Sale threads too. I know there is a guy in the CA section that is selling his that are already powder coated. Do both 1 & 2....

I would say go with fixing the sound stuff, I cant stand when my system isn't working right, gotta have the tunes bumpin!
