You know what I would do, I would call the Sargent in charge of that area and ask him if he thought resources were being used correctly, then call the someone higher. Just to bust his balls a little bit.
No seriously, I would just tell your neighbors they are d'bags since they are the probably the ones who called.

Something weird about this post
I live in California where NOTHING is legal. If you own any car but a Prius it is a felony. But----a ticket for having your car on jackstands in your own driveway? Doesn't add up. Just saying....

I can't believe they gave u a ticket for that!!!! In the last month the sheriffs have pulled me over 5 times and all they ask is "who's car Is this?"
