Watkins Glen International raceway is my vote......
http://www.theglen.com/?homepage=true Our Upstate C5 group runs there a couple times a year...nice facility near Seneca Lake. Track-Time photos is usually on site for pics as you make laps.

What about Gateway International Raceway? It's northeast (East St. Louis, Illinois) but not so far northeast it rules out the rest of the Nation. It has a dragstrip, oval track and road course. Just playing on the net and came across it.
