It can be cited... The only states I can think of that I have confirmed, private is truly private in a lot is Texas and Cali.

Unless an officer in a different state can correct me, the rest allow officers to cite unless instructed by property owners to do so.

This misconception became common knowledge based on Officers telling people they wouldn't do a crash report because it was a "private lot". They can.... those cops outside of Texas and California are being lazy.

Hey brother, you can add Delaware to the list with TX and Cali. We can only issue parking violations for Handicapped spaces and Fire Lane violations. In addition, we are only allowed to cite for 4 moving violations on private property--inattentive, careless, reckless, and DUI.
