Quarter flares (splash guards) rip off ?

Why do I have to pay my dealer to "paint" splash guards (quarter flares) Imperial Blue, when everyother color comes from GM? Dealer wants $429 plus sales tax to paint and install. GM list price for other colored splash guards is $199. and you can get them on the gm parts site for $145.

Buy them for the $145.
Have a local body shop paint them.
Install yourself (takes less than an hour)
Lots cheaper than the $429 at the dealer.
Don't know why they don't make them in IBM.
