I was debating on getting mine done but not sure if they are legal.

Each state has its own specific law, but generally - as long as the lights can be seen from 1,000 ft away you should be ok.

Mine are really dark and have no issues but I'm sure every town is different. I live in north little rock.

I'm in a small town with a real Douche for a state trooper and he still hasn't messed with me for about 5 months now. And mine are black. Probably darker then yours. I'm sure if I've got away with it you can too. Keep to the above 1000ft visual.

Mine are pretty damn dark too. Not sure of the % since I traded with a friend from Conway but they are spray tinted. They are easily seen at night from a distance and I haven't had anyone harrass me about them. I've had them for over a year now.
