It plugs into your OBDII port. Why not just do the OEM HUD?

Heres an ebay link:

looks like you have to put a tinted pad on your windshield to see it during the day man.

No, it appears that it would work just like the OEM one, but not have all the different features, like showing which song is playing. I live by my HUD and if you can get it cheap I say go for it. You wont regret having it.

To add the HUD it only cost me about $460 and that included all GM parts, Offer's harness, gas, and food. It is also the Best Mod I have done to my car.

No look at the picture on the top left on the ebay page. You NEED a tinted piece to see it on the glass during the day. Not like the OEM ones

It would certainly help, but I'm not sure you would need to have it. Just because they have it in the picture doesn't make it necessary. I think it also depends on what car you're putting it in, the Camaro is designed to work well with a HUD so you can see it clearly, a car that wasn't made with HUD as an option might need the tint to be able to see it though. Not entirely sure, but I think the only way to really know for sure is to try it in a Camaro and see how clear it is during the day, then decide if the tint is needed or just recommended.
