depends on how much of a pain the guy wants to be. technically hi flows are illegal. and by adding LT headers your moving the position of the cats which is also illegal so visual could still affect you.

Well it isn't quite that simple. You can't be about to get codes either. For example, if you change your tubes out and start your car, you aren't going to have a code. You won't have a code for at least 100+ miles either, but that doesn't you would pass....you would be told to come back in a couple days as a matter of fact. This loop would repeat until your code finally came on. The reason being is that your code didn't appear because the test that generates the code hadn't completed. If you have LTs and you don't have a tune you will get a code. You have to have a tune to pass emissions with LTs.

Well I can't exactly say what your tuner did, but more than likely he took care of the lights at the same time. I'd be shocked if he didn't.
