Smaller pulleys aren't always better. I spent yesterday testing this on my car. With the RIP 3.2 my car ran 10.07 and 10.08. That was first thing in the am when the weather was the best. After lunch, I threw on a standard 3.4 and ran 10.00 and 10.02. This also improved my 60's from 1.49's to 1.45's. The belt will slip even with the slightest change in size. I logged all these passes so I can see the boost rise and fall. The 3.4 on my set up slips too but not as much as the 3.2.

I got the OD cog drive and went up one pulley size to a 3.4 I have the Jannetty tensioner and all seems good. I do not appear to be having any belt slippage. PQ I thought I would hate the noise, but I really love it now.

I'd want an OD drive so I can run a larger belt in front. Barely hear it would be nice for me. I don't care to hear it anyway.

Tighten the belt just a little more. Not too much or you will damage the belt. But a little more should increase the noise.

Like these guys have said. The cogs isn't that loud. Mine is noticeable but I'm spinning the balls of my blower. I'm gonna try and get near 18-20 psi so ill let you know how loud it gets. I'm going to have Ted get me the 10 rib LPE setup tomorrow.
