Another street racing story gone wrong? Either that, or someone has been screwing with the mafia.
Looks like the lot behind a police station. It'd be interesting to see the pics from the actual scene.

There was another one that looked like this a couple years ago in Florida. It had hit a pole at 100+. The pole was at the sun roof and the driver walked away.
