Take it in...there is an issue if it's that bad...

I just bought mine and it says 21.4 MPG...

when i bought mine with 10 miles it said 20mpg and then it went dow hill to 17mpg and now 18.2mpg

You can reset the DIC at refills. There is no need to reset it each time you stop the car

I reset the DIC at every refill, and I check it against the manual calculation (miles driven divided by gallons filled), and the DIC consistently reads only about 0.3 MPG higher than the actual gas mileage calculation. This is because the DIC calculates mileage using a different algorithm (fuel flow). But it is still fairly accurate.

About your problem:
Yes, the 11 MPG is too low. I have a 1LT V6, and I get about 18-19 city, and 28-29 highway. My work commute is 20% highway/80% city, and I usually get about 20 - 21 MPG.
So I would recommend that you bring it in. Be sure to have some hard data to show the dealer, that was taken over a few tank fulls of gas. For each tank, record your average speed (be sure to reset average speed and average MPG after you fill the tank).

You can get a rough estimate of your highway/city driving by:
% Highway = (average speed - 25), then divided by 35.
So, if your average speed if 50 MPH, your percentage of highway driving is:
(50 - 25) / 35 = 0.71 = 71%. City driving would be 29%.
This is assuming you don't drive too much over the speed limit on the highway

Did you reset the DIC any other time than when you filled up your car? If you did you screwed up the DIC's ability to show your true MPG for that tank. Again It has to take that 2mpg in account because you are using that much fuel that's why it's called an AVERAGE MPG.
I have owned many cars with the average MPG readouts and have never found one to be more than 1/2 mpg off for a tank of gas.

Maybe the computer is messed up, have you tried manually getting an average?
