Not so sure that's a legit move by a cop. I used to be one and that's very questionable behavior by him/her.

entrapment is conduct by a law enforcement agent inducing a person to commit an offense that the person would otherwise have been unlikely to commit.[1] In many jurisdictions, entrapment is a possible defense against criminal liability. However, there is no entrapment where a person is ready and willing to break the law and the government agents merely provide what appears to be a favorable opportunity for the person to commit the crime.

Sounds like a legit move to me.

always write down the plate and call the police anytime you see someone "stalk" you like that trying to threaten you into racing.

chances are the driver has no license, no insurance, maybe no citizenship, and they are drunk or high on drugs at that moment.

If they TRULY are looking for attention, let them talk to the Police.

Or you can be nice and just ignore them
