Here is the law in Colorado. I dont see anything about orange. I am going to look into it further; however I might get some of the orange halos.
(1) A person shall not be in actual physical control of a vehicle, except an authorized emergency vehicle as defined in section 42-1-102 (6), that the person knows contains a lamp or device that is designed to display, or that is capable of displaying if affixed or attached to the vehicle, a red or blue light visible directly in front of the center of the vehicle. |

Red and/or blue lights on a car IS NOT considered impersonating a police officer. In order to be "impersonating", you need one or more elements (badge, gun, illegal stop)
Lights on a car in itself, although illegal, is not considered impersonating a police officer. So you are saying if I had red or blue halos on my Camaro and I get stopped, that the police are going to take my car away and put me in jail for impersonation? I hardly think so. Now, lets say you have red and blue strobes on all four corners AND you try and pull someone over or you succeed in that effect. That is an element of INTENT to impersonate. False impersonation of a police officer statute rewritten - MCL 750.215 P.A. 15 of 2003 (September 1, 2003) An individual who is not a peace officer or a medical examiner shall not do any of the following: Ø Perform the duties of a peace officer or a medical examiner. Ø Represent to another person that he or she is a peace officer or a medical examiner for any unlawful purpose. Ø Represent to another person that he or she is a peace officer or a medical examiner with the intent to compel the person to do or refrain from doing any act against his or her will. Don't see anything regarding having a car equipped with red/blue lights as an element to impersonation. http://www.legislature.mi.gov/(S(sqt...me=mcl-257-698 See section 6. It is a misdemeanor of the motor vehicle code to use upon a highway any light including red and blue on any vehicle not authorized for law enforcement use. " A person shall not sell, loan, or otherwise furnish a flashing, rotating, or oscillating blue or red light designed primarily for installation on an authorized emergency vehicle to a person except a police officer, sheriff, deputy sheriff, authorized physician, volunteer or paid fire fighter, volunteer ambulance driver, licensed ambulance driver or attendant of the state, a county or municipality within the state, a person engaged in the business of operating an ambulance or wrecker service, or a federally recognized nonprofit charitable organization which owns and operates an emergency support vehicle used exclusively for emergencies". Key words in above paragraph...flashing, rotating or oscillating". The halos on the Camaro are neither of the three. In other words, and to reiterate, you need a specific act in conjunction with the operation of red/blue lights to impersonate a law enforcement officer. IE operating the car and pulling someone over or operating the lights AND in posession of a badge/gun and pulling someone over. And again, from the statute, having red or blue halos on a Camaro, in Michigan, in itself, APPEARS to NOT be impersonating OR illegal as the red/blue lights are not "flashing, rotating or oscillating". Varies from state to state, but I truely believe you need a specific act/intent in most, if not all states to show impersonating a LEO.

It was a concept, yes, and according to statute, at least here in Michigan, red Halo's ARE NOT illegal.
