So technically ZL1s are capable of running 11.7s while 1LEs are capable of running 12.7s. I think that's the more appropriate disparity between the two in regards to that 160hp. Just to give you a little break though, that time was for an automatic. I'm sure someone here can break 12.4 with a Vert so we can't really use one car's stats as representative of the whole bunch. I will say that my ZL1 feels way faster than my bolt on modded SS. I ran a best of 12.37 with my SS and the Z feels so much stronger, even in the break in period. I do believe as someone else stated, that the Z feels so much more stable at speed and during acceleration that it seems "slow", because you don't feel the front end moving up and down so much and the car being so unsettled.
I also believe that the LS engines feel stronger after break in.
