To be honest I figured it was a something on the software side of the x1 so if need be they could extend the limit

I went to preorder my xbox one at gamestop yesterday and they had 17 still available. After spending 20 minutes pricing my trade in the employee stated that Microsoft suddenly cancelled the rest of the pre-orders. He contacted other stores and they noticed the same thing. Their website is still advertising pre-orders. Very frustrating. I hope they get it straightened out soon.
