If he's not getting boost, putting on a dyno is just an expensive way to say someone screwed up. Solve the problem first.

Does the gauge work for vacuum? The needle does move? But just won't go past "0"? If so, then the gauge works and something is amiss under the hood.

Where in Texas do you live? If you do not feel a difference with a LPE 650 kit your boost is getting bled off. It looks like Bryan is on track with a fix if you are mechanically savvy and if you are not you should take your car back to the shop that did the work on it and tell them to fix it, or just find another competent mechanic and have him sort out someone else's mistake. 1. does the boost guage show vacum or move at all
if yes check bypass valve in no check gauge my gut says if your not building boost your bypass valve is not funtioning correctly. force it close if you have to which will cost you some milage but you should notice and instant increase in power if it is bleeding off you boost.

I was thinking the same thing. it's probably something under the hood. It does move, so it obviously works for Vacuum but just won't move past zero when it should be putting out near 15.

Some really good advice on here and after reading this I did go out and try mine and it definitely had no problem almost pegging the needle with boost so you should be getting something on the gauge. Good luck and please make sure you let us know how it works out for you.
