Ls3 exhaust question
The stock exhaust has 4 cats correct? Also I have beard that only one set actually monitors? Is that right? If so which ones? The ones more towards the motor or more towards the rear? If they are the rear ones can we just cut them off since they don't even do anything?

Correct, and they are all functional.
It is illegal to remove or modify the cats, so take me to jail.

i think removing the cats depends on the state. But if you remove the cats and make this a direct straight pipe, you risk getting pulled over for a noise violation. I know its not something cops are out get people for. But it is a risk. personally I think if you remove everything the car starts sounding way way to out of control

Removing cats is a federal thing but it's enforced by state IIRC. Meaning in some states they don't care but in others you can't remove the stockers and replace them with high flows either.
