Pretty sure you still have steering you just don't have power steering. The difficulty of turning the wheel definitely increases but at speed you still should be able to. It would be illegal for GM to sell a car that turns into a death trap if the engine is not on.

EDIT: Oh, steering lock when the key is in the off position... re-read it. I'm an idiot. Haven't experienced with that. Still should throw it in neutral and restart it fast

Yeah, I just went and checked and was mistaken on when the steering lock turns on. The steering lock is on when the key is out of the ignition and when you first put the key in. Once you turn the key to acc the steering won't lock again until you pull the key out, so if you accidentally turn the car off and the key is still in the steering won't lock.
