Buy a used undamaged mirror from the classifieds on here. Read the "upgrade to heated outside mirrors " DIY in my journal to see how to replace the damaged one.

If u have stripe on ur car. Buy some vinyl in the same color to cover it. Cheap fix, not perfect though.

try some claybar to remove the transfer paint. Then smooth it out with very fine sandpaper or possibly rubbing compound if the scratching isn't that bad. Then either use touch up paint and clear coat or buff it out (if it's mostly surface scratches).
