Nevermind, it worked for me on my first try using Incognito Mode with Google Chrome. Just went to Build and it popped up!

To be honest, I just logged onto Chevrolet.com this time without clearing cookies or doing any special sequence of keystrokes.

It just came up right after I logged on.
