No, it doesnt make the noise all the time. I took mine in 4 different times and it wouldnt make the noise each time. The ne time I stopped by, it made it after about a half hour...

Try pushing on the shield with a broom handle next time its squealing.

Surely the dealer would have noticed a loose cat heat shield, but you never know. Personally, I think it sounds like a pulley bearing going bad. If it were me, I would put a dab of oil (or WD) on the bearing of each pulley and take it for a test drive (one at a time). A dab of oil will usually quiet it down for a few minutes. This would be a good self test.
