Fresh rebuilt ls3 wont start

Hey,

I acquired a l92 short block and converted it to ls3 with afm/dod delete kit. I had it rebuilt at the machine shop, and the reluctor wheel replaced to 24x. It has cleavite bearings, arp rod bolts(adjusted) and tick sns stage 2 cam. Morel lifters and ls9 HGs. My heads are bran new pnp by greg goods with oversive exhaust titanium valves.
-The engine will crank but wont start. Check the sensors everything is good.
-Replaced the crank with a 24x crank thinking the machine shop might have messed up the old crank when replacing the 58 to 24x.
-Fuel, Sparks are present.
- Took it to the dyno and scan tool and the mechanic said that the crank is not giving enough signal. Replaced the crank sensors 3 times.
- Harness is check and they are good
-PCm check and it is good
- All engine components are within specs.
Any engine builders or ls experts can help me out here. This is my 2nd engine, fresh rebuild and have been through with 3 mechanics and no solutions to the issues.
