Definitely sounds like a electrical issue, probably a loose ground, might take them some time to track down, but probably a easy/cheap fix when they find it.

As for tire rotation, on a car with staggered wheel sizes, rotation typically means swapping them from side to side, hopefully that's what they meant. If they swapped front to back, they're idiots.

My tires are directional. That means no same axle rotation either.

yeah some are, the OEM Pzero's aren't directional though.
