Looks like a KARR Security System. I purchased my
Camaro used and it had one.

Maybe I'm completely wrong, and feel free to correct me if you know otherwise, but it LOOKS to me (from vast online research knowledge that I have compiled over the course of over five minutes) that Karr security systems are marketed MOSTLY to dealerships. They cost very little, but the dealership will happily add HUGE numbers to the purchase price of the vehicle. Customers don't seem to care for the systems much, and Karr's marketing seems to be aimed at dealerships by suggesting that they can increase their profits with these systems installed. I do not see any marketing aimed at consumers, so my guess is that these things are cheapo crap, not good enough to woo consumers, but with a good enough cost- to- sucker ratio to make dealerships salivate.

I hope that you can disable and remove the thing... assuming that my guess is correct.

What seems odd to me is, if that is installed on the bottom of the dash beneath the steering column.....why are those screws rusted?
