Step 3: Squeeze trigger and let one of those nice paintballs hit his ass to remind him that he should not allow that to happen

There's two ways to handle this:

1) Reasonable: a. ask him to stop or you will go to HOA b. go to HOA c. try the police/city-council

2) Unreasonable: a. don't say anything b. plot some sort of retaliation

In other words, you can't go up to him and call him on it, and THEN do something retaliatory - because then it's obvious it's you and you could start a war.

This owner SUCKS. I don't advocate harming the dog but I certainly advocate taking it away from this irresponsible douche of an owner.

Do you know where he lives? If you do, don't wait around for the guy to do it again, grow a set and take care of this. Horrendously unacceptable, and bringing the fury of the gods with you wouldn't be a horrible idea either. Not physical violence, but verbal abuse in massive quantities. The man obviously has no respect for anything or anyone so you should have none for him. Instantly report it to the HOA and then go find him.
