Here's a couple RS shots...

I don't spy any sort of extra knob/button/dial.

Maybe it's on the DIC menu?

The interior lighting is on in this shot of the IBM from Michigan a little while back. You see the little glowy-thingy at the bottom of the headlight knob? Could that be a halo "icon" perhaps you manipulate that knob somehow to turn them on?

most likely the manipulation that Dragon suggested would be either pulling the knob itself, similar to the Mustang, or push the center of the knob.

And in th first picture. the settings appear to be: off-parkinglights-full on-foglights-
Second pictures reveals the same settings but with a lit up bottom function.

Wasn't there a picture somewhere of that same area that had on the right of the round knob 2 'adjustment wheels' (for lack of a better term).

What could two of them controlled?

One for dimming the main lighting and the other for dimming the Ambient Lighting?

good observation. after looking at the clearer shots below yours, i'm thinking you might push the center in for fogs & pull the ring out for halos.

as for the two scroll wheels, i'm guessing the left one would be ABL adjust & the right one for gauges/dome

The IDL mentioned halos + fogs for DRL and halos lit with headlights. There was no mention of a separate switch.

if you look at many of the RS show cars, they usually have the halos on by themselves. that means there's some type of independent switch somewhere. that don't mean they can't have a half-normal circuit to activate them with the headlights (or fogs)

here's the newest production version

and here's one a few weeks back with DRLs on

Why make them useless by making them illegal?

Ah nice find! Yep it looks like our speculations are correct, or at least they make sense to me!
