No- it's still a new car, although a new car with defects. I've seen totalled new cars.
Great looking Summit White- looks like mine did on day one, except mine was filthy and covered in pollen and dirt from winter storage... and 4 miles on it.

This is not for all but. CASH is a powerful tool.
Drive away from the dealership knowing the car is all yours.
At a dealer, cash is not a tool, in fact it's a deterrent....they want to make points on finding the financing. Always work your deal first, THEN pull out the checkbook. Have to teach you newbies everything!

Nevermind if it's 'new' or not, so long as those defects and extra mileage are reflected in the discounted price. If they are asking full sticker for a potentially 2-year-old car then they are in lala land.
So, what was the sticker price? Did you try to negotiate a deal?

He mentioned it was priced the same as a vehicle on the lot with 8 miles and wouldn't deal on it.

Not a chance I would buy a "new" vehicle with that many miles on it. I don't care how the law defines new. That isn't new to me in my book. Every new car I have purchased has had less than 20 miles on it. My 2LT had 12. And most of those were from my test drive.

Still "new" with full warranty but you certainly don't want to pay new car price for it.

Dealers around the country continue to astonish me charging full sticker on cars that are 2-3 years old on lots. The GM dough/financing deals are gone so these cars are straight dogs yet they ask full sticker. Baffling you'd want to sit on a car in perpetuity but that's their loss.

If he won't do a deep discount that makes you feel like it's a steal and you can't pass it up don't buy it. Your attitude should be If you are getting a loan make sure everything is approved , signed in writing and save your copy, no negotiations after the sale unless they benefit you. Know exactly what you are paying for and everything is itemized. When I buy from a dealer I keep it simple, car price + tax, tag, title & Doc fee. Add that up less your deposit and plug that into your loan with the correct percentage. Don't be shy it's business, you are there to conduct business not make friends. Any negative BS from the dealership & I walk.

Last month I bought a "New" 2014 LT1 RS with 40 miles on it. Even with the 40 miles on it I debated. The dealer made it worth my wild to pull the trigger.

My subaru dealer uses some vehicles as courtesy vehicles when drop your car off for service. Then discounts them down from standard MSRP. So basically a customer who couldn't afford a new no mileage car can still get a new car with lower interest rates then buying two year old car with higher interest rates. Too many miles for you , just go find another with lower mileage. My 1LE is the first car I ever bought in the state I live. I always traveled and bought the car I wanted somewhere else.

Also depends on the size of the dealer, they will order in 20 of the same model same options. Go to a small dealership and you can find cars with unique features since they only order one model at a time

I bought a Infiniti QX80 with 230 miles on it. It was new but discounted by almost 3k over the exact same truck with 12 miles on it. I could live with that mileage. In your case there better be a heavy discount or I would run away from that dealer.

I've had dealers go get me a car or truck in another state to make a deal. Obviously they drove them back so they had a couple hundred miles on them one way. I didn't care. My warranty started the day I put the car in service and started at THAT mileage, whatever it was.

The 2013 ZL1 had 20-something miles on it when I bought it. Of course they had it for over 6 months on the lot/showroom so it wasn't that big of a deal. The next day I put 900+ on it driving it home. Still has the new-car smell when you open the door though.
