There is no such thing as cheap tires for a camaro period, regardless of brand or type. Check deerfieldtireco.com they have Blizzak snow tires in stock now. for the 20 inch use 245/45/20 all the way around.

I don't have any winter setup currently... been kickin myself tryin to decide between pampering the maro n getting a beater.... or just equiping the camaro and making use of the awesome heater/heated seats and new traction etc technology that the Camaro comes with.... & proving all the RWD naysayers wrong.
I got a set of pirelli scorpion ice and snows to fit my stock 20" rims. I'm glad I got those. I also found a set of stock 20's for sale on ebay. I got a good deal from Hennessey performance.

So now I have to get some TPMS and then mount and balance my summer tires. Doing it this way, gives you the stock look in all 4 seasons, and high speed tires in both winter and summer.

I got the pirelli scorpion tires at Belle Tire here in Lansing, MI

I believe on tirerack firestone winterforce studdable tires... were 92 a pop... that would bring you to just shy of 400 for 4

That is for 18's though, so you'd be needing wheels as well

Yeah, my only concern for the snows on stock 20's... is 20" is a big size for winter cruising..

Locally I haven't found anything reasonable... but those tires are #1 on my list for the time being.
