I didn't break the law by threatening to beat someone up because I didn't beat someone up. It doesn't work that way. You just get charged with a different crime.

Moreover, the US may not have a specific law on speeding, but states do. It is nearly impossible to make a blanket statement about traffic laws in the US since states have the stranglehold on how they operate.
